[Ohrrpgce] [ohrrpgce/ohrrpgce] Unpredictable deletion capability (Issue #1238)

Some records appear to be indestructible by not responding to the Delete key in a way that is consistent with most of the interface.
The main use case for deletion is when the user has accidentally added more slots or entities than will ever/presently be needed.
Nearly all "add new" actions trigger a generic Yes/No prompt for confirmation, without reflecting the permanence of this decision.
It would be nice if the dichotomy between reducible and irreducible indexes was expressed more clearly to the user, or eliminated.

- Import/Export Backdrops **(cannot delete)**
- Edit Hero (can delete)
- Edit Enemies (can delete)
- Edit Attacks (can delete)
- Edit Individual Enemy Formations (can delete)
- Edit Hero Formations **(cannot delete)**
- Edit Shops (can delete)
- Edit Text Boxes (can delete)
- Edit Menus **(cannot delete)**
- Edit Vehicles **(cannot delete)**
- Import Music **(cannot remove slots)**
- Import Sound Effects **(cannot remove slots)**
### Editors with hierarchical navigation only
- Edit Tileset (can delete)
- Draw [Spriteset] **(cannot delete)**
- Edit Maps (can delete)
- Edit Items **(cannot delete)**
