It's just because of the refreshing layout slice problem where you need to double-refresh, or worse when they're nested. But the main problem might actually be with Cover Children rather than layout slices. And AFAIK there is no bug specifically with layout slices, the problem is with Slice.ChildrenRefresh (used only by layout slices).
I can't actually see how the delayed refresh bug is a backcompat problem, so there's no reason not to just expose layout slices despite the bug. I'll look into it and see whether Cover Children is also ready for ichorescent.
