Oh, right! That was in release-win.bat which I had completely forgotten
about :D

I'm making a new wiki page documenting the release process as it currently
stands.

Also, amused to see that although

is a valid working link if I paste it into firefox's addressbar,

is the canon. I guess that isn't surprising.

Also looks like Apache's directory listing module borks on those characters
similarly to how svn commit messages do, but fortunately it still gets
translated to the same working % encoded url
