[Ohrrpgce] OHRRPGCE Windows nightly build (vampirecell)

I see that hspeak.exe hasn't compiled in over two months, and the windows
nightly build script doesn't delete hspeak.exe, so didn't fail.
I can reproduce this in a VM, but strangely it works fine when
crosscompiling, although in both cases euc is in the path.
