Replace LOC with SEEK, because LOC is a QB quirk with incomprehensible manual page

I had to read the C code for LOC to figure out what it actually does: returns
SEEK(fh) - 1, unless the file is opened for INPUT or OUTPUT, in which case it
divides by 128!

It's much safer to just be consistent in using SEEK instead of LOC so we don't
make any mistakes due to confusion
