scons: get the svn revision from git log messages if 'git svn info' isn't available

Although I'd documented that 'git svn info' would do nothing if you hadn't
attempted to config git-svn, that seemed to no longer be the case; instead
it would do nothing for several minutes.
But anyway, using the git repo without setting up git-svn would not
having svn revision info, which is bad.
