Allow debug keys while a gameplay-suspending menu is up. Also fix some minor debug bugs:

-F7 camera pan mode suspends menu controls
-F7 camera pan is disabled when loading/resetting game
-The Screenshot option in the F8 debug menu didn't work, because it passed
 a blank file name (a bug caused by not duplicating default args in the .bas
 file where we can see them!)
I moved the "IF gam.want.loadgame" block slightly down, so it works if a menu
is up.
