[Ohrrpgce] Animation delay ticks

After discussion with Harlock and Feenicks on IRC, I am thinking about
implementing a new type of attack delay

This would be totally separate from the existing "Delay Turns" and "Delay
Ticks".

It would be a purely cosmetic delay right at the beginning of an attack
animation, and it would count as part of the animation for purposes of
battle-time-pausing.

I think it should be pretty simple to implement, and it will allow people
to do something they cannot currently do: an attack that shows its caption
first, THEN does the animation (with no chaining needed!)

Any thoughts on this before I dive into implementing it?
