CPU usage mode help page and many improvements

Separate CPU % and ms/frame display modes.

Improve the display, wrapping time > 100% around the screen. Only update text 5
times a sec for better readability. 'requested_framerate' is now a global.

Commented out code to show time spent sleeping, or Extra/Excess CPU.

Track a few more things in File IO, including saving the game and loading
graphics and slices.

Also fixed main_timer not being properly disabled when leaving
