Ctrl+/- keys and "override tick milliseconds" now go down to 5ms/tick and call set_speedcontrol

Because the Ctrl -/+ didn't call set_speedcontrol, setting to 16ms/tick ran at
62.5fps, which caused some problematic gfx_present behaviour.

And while I was modifying set_speedcontrol to accept lower than 16ms, I decided
to go down to 5ms, and add further special cases for 90fps and 120fps. So
"override tick milliseconds" also affected.
