[Ohrrpgce] [ohrrpgce/ohrrpgce] Attack costs deducted at a dubious time (#1122)

Instead of a general preference bit I now like the idea of an attack bit, "Deduct costs after attack instead of before". I think it's easy enough to understand and has its uses.
