gfx_sdl2: Fix support for compiling w/ old FB w/ old SDL headers

Also, fix "scons sdl203=1" option (implied by portable=1); shouldn't use
SDL_CaptureMouse, which is 2.0.4+.
After hro{U+00F0}vitnir I think I'll bump the requirement to SDL 2.0.4 or 2.0.5.
