[Ohrrpgce] [ohrrpgce/ohrrpgce] Kaspersky Free blocks hspeak.exe (#1195)

Prifurin reports that Kaspersky Free edition doesn't like hspeak.exe, detecting it as VHO:Packed.Win32.Generic. Oddly the [version of Kaspersky on Virus Total](https://www.virustotal.com/gui/file/19d2f432b600928dd7628d0298dde8729e00cdd4bbef3041571a4ab8f88f267a/details) does not. Has been happening since at least August 2020 (using a 20200704 nightly) and is still happening.

Additionally, even if you whitelist the directory it seems to sometimes take a very long time to run hspeak.exe, to the point that the 5-second timeout in `safe_shell` trips and `get_hspeak_version` breaks, preventing import.
