[Ohrrpgce] [ohrrpgce/ohrrpgce] Back-compat bit to not clear the screen before redraw (#1131)

Gun Pigs exploited the fact that older versions didn't clear the screen before redraw, so if you hid map layer 0 you got trails behind all the sprites as they moved (the specific effect also depends on vpage/dpage getting swapped every tick). I told sheamkennedy it deserves getting a backcompat bit.

Although, if we switch to hardware-accelerated graphics, I won't feel bound to honour that bit.

The reason I changed behaviour to add the clearpage was so that you could hide map layer 0 and not get garbage.
