Improve "script XYZ is missing" error message, and add showerr arg to decodetrigger

Hopefully the new message makes it a little more apparent that you have to put
all your scripts in the same file, which almost all new users seem to trip over.
But ought to figure out how to make that a lot more explicit.

Also some comments and a fast path to trigger_script/run_queued_script to make
it more apparent what happens if a script is missing (no change in behaviour,
runscript already quietly ignored id=0 calls)
