[Ohrrpgce] [ohrrpgce/ohrrpgce] "walk NPC" by multiple tiles breaks NPC activation (#207)

I just had a look at `find_useable_npc` and can see this bug (the one mentioned in https://github.com/ohrrpgce/ohrrpgce/issues/207#issuecomment-599071844, not the original bug report) is still present. I still feel that if we fix this we should either add a backcompat bit to make `walk NPC` by multiple times disable NPC activation, or implement "NPCs resume scripted movements after speaking" and turn it on by default.

A related change (specifically r754 (dcc41c967)) also caused the backcompat issue mentioned at https://github.com/ohrrpgce/ohrrpgce/issues/1141#issuecomment-678679413, but they're indepedent problems.
