Update gmap_index_affects_tiles for map layers 8-15, and move it to common.rbas

Normally the only consequence of this would be which of the "Force reload of
{gen. map data, tilemap}" options in the F5 debug menu reloaded tilesets for
those layers. Though it does possible interact with bug gh#41 (Map slice
tileset ptr not updated).
