[Ohrrpgce] Upload access on the wiki

Fenrir last uploaded a file in 2007, so before that was changed.
I was just surprised by the upload requirement, because I sometimes
suggest to people that they upload something or other (they usually
don't), and didn't realise that I needed to give them access.
