Increment the gfx API version (add CURRENT_GFX_API_VERSION), and recompile gfx_directx.dll

I actually changed the meaning of the gfx_getversion return value, which I
could do because we've never bumped the version previously.

gfx_directx needed to be recompiled after the recent compatibility-breaking
changes to Surface.
Also, the gfx_directx Options dialog now shows the API version.
