When browsing for a tag to check or set, tags_menu() will show if the tag set/check is OFF/ON
and you can toggle this with the left and right arrow keys whenever you are not in int_browsing mode

This does not show up at all when browsing for a hero/item special tag or a toggle tag
nor does it appear when you are not in picktag mode.
