Refactor tags_menu() so it should be a little easier to extend.

Now stores a tagid[] vector parallel to menu[] rather than extracting
the tag number by doing math on state.pt

Also when called with picktag=YES include the option to clear the
tag set/check. This also means that picking "Cancel" will return
starttag rather than returning 0
