sliceedit: the loading forbidden slices warning message wasn't shown. Act differently if already imported

Turns out that slicetests.rpg slice collection 0 has a Root slice, which is
forbidden. The sliceeditor both failed to show the error (I accidentally
deleted that line!) and silently switched to a different editing mode whcih
resulted in the collection getting deleted! Now it won't do that.
