Export scripts: invoke HSDECMPL if the scripts are old, and add docs

Downloads HSDECMPL on Windows, like other utilities.
The idea behind this was to save myself the trouble of running it myself
once every 5 years. I've definitely left the rails now...

Note, this requires HSDECMPL v1.11, as the previous version had terribly
bad commandline arg handling.
