scons: compile hspeak using multiple jobs (specified with scons -j# as usual)

This speeds up building hspeak about 3x for me. However lots of unnecessary
stuff gets rebuilt each time, because euc regenerates all the .c files,
so Make will rebuilding them although they're unchanged.
Too much work to avoid that by compiling the generated .c files with scons.
