Add sl:mapoverlay a simple containe that goes on top of all the map layers.
I intend to use this as a parent for visualizing the hero pathing destination,
but it will probably also be a very handy attachment point for scripters who want
to attach stuff to their map without knowing or caring how many layers it has, or
whether or not the obsoleteoverhead layer is enabled.
