Largely rewrite createminimap; now calls new draw_layers_at_tile sub. Minimaps now respect obsolete overhead bits.

Surprisingly, drawing the tile fully and then randomly sampling one or more
pixels is about the same speed as the old method of computing a certain pixel
directly.
