[Ohrrpgce] Linux nightly builds

I see that that linux nightly builds haven't occurred for a couple weeks,
and a few others like ohrrpgce-wip-win-installer.exe which include
hspeak.exe are missing too. The build log for Windows and Linux VMs show
the same problem: 'make' isn't installed! This prevents hspeak.exe from
compilin (SConscript now invokes make). I'm quite surprised that make could
be missing on machines with gcc/mingw installed.
