Fix the command line argument processing breaks/crashes that were caused in revision 9078

That commit changed the call to load_best_gfx_backend() so it only happened when -f or -z was specified
When really it needs to be called immediately after processing -gfx (which is always processed first)

This fix reverts that small change, but leaves the rest of r9078 intact.
(backend switching still seems to work fine)
