Various commandline arg changes/fixes, including adding --maxfps option rather than hardcoding 90

-Allow using --runfast in Custom as well (moved it to allmodex_setoption)
-Show a "Usage: ohrrpgce-..." line at the top of the help info
-Fix crash if passing negative fps to --giffps
-Passing a directory to Custom now also sets the default directory
 to create a new .rpg, which Ichiro or someone else complained about recently
