Fix frameskipping causing various notifications to not appear!

Added an optional 'skippable' argument to setvispage/setvissurface.
This should be set to NO when calling these functions before
performing some slow operation. It never needs to be called inside
a DO loop.

Also, skipped frames are kept, and waitforanykey, fadeto, and fadetopal
will automatically display the last skipped frames when they are called.
As a result, "setvispage page, NO" is only usually only used before
invoking an external program, lumping/unlumping, or cleaning up
