Add read_config_str/int functions which try multiple prefixed keys in ohrrpgce_config.ini

E.g. "edit.game_genesis.hspeak", "edit.hspeak", "hspeak" in order.
And also try gameconfig.ini first, in Game.
Decided to leave out functions to write prefixed keys because its confusing
to not be explicit which prefix you want.
