Replace editconfig.ini with a global ohrrpgce_config.ini file, because a single ini file is better than multiple

So now Custom only has global_config_file. Game also additionally has
a gameconfig.ini file for each game, (config_file global). I guess I'm not
going to change that...  (plus fullscreen_config_file special case)

Custom-specific settings can just use an 'edit.' prefix. Per-game editing
settings could even use an additional prefix for game name.

Renamed 'show_quit_msg' setting to 'edit.show_quit_msg'
