Fix the "Unsupported default tile passability format" warning on c_debug.txt
which was happening any time a default passability record simply didn't exist
for the requested map tile set.

The format check still exists, but gets skipped when the record doesn't exist.
Also added an additional warning for when a partial record was loaded
