Small onetime flag improvements:

-Try to reuse the last onetime flag before going to the next, so
 that repeatedly toggling onetime-use on/off doesn't count upwards
-Code cleanup. Fix some places that max_onetime constant wasn't used
-improve help page
-show a warning (scripterr serrInfo level) when using "set tag" on a onetime
 flag
-only plotdict change is to change 'npc' to 'NPC' in a couple places
