Add palette16_save function, and turn storepal16 into a wrapper.

I put it in loading.rbas rather than allmodex.bas, because that's where
storepal16 is, and because it depends on details like the Game-Custom
communication channel, so it doesn't seem very core. And .pal is going to
be obsolete soon anyway.
