Completely invisible. To move the layer below the heroes, you would write (once
it works):

slice to front of (lookup slice(sl:map layer 2), lookup slice(sl:map layer 1))

(The 'slice to front of' command doesn't exist yet, but it should - I've been
meaning to add it)

This feature request is basically for a convenience command to do this. But
what should the command do when there are more map layers? Why would anyone
want to do this anyway, remembering that it will be possible to move layer two
underneath the heroes/NPCs from the Layer menu in Custom. Changing the layering
of layers at runtime sounds pretty advanced to me, not something we need a
convenience command for. Thoughts?
