<p>Enemy and hero counter attacks in Zenzizenzic (2011) and Fufluns (2020). You can make the counter attack rate depend on a stat pretty easily using an attack chain. Having a stat with builtin effect of changing counter attack rate doesn't seem very desirable to me.</p>
