The testcase Feenick provided has an attack with a delay of 1 turn and 4 attacks, but the bug happens if the turn delay is zero too. Therefore I think lots of games encounter/rely on this bug, so I've added a "Non-turn attack delays can also cause turn delays" backcompat bit to get the old behaviour.</p>
