[Ohrrpgce] wip r13891: New pref bit "Allow wasting out-of-battle cures" defaults to on [James]

This one isn't completely done yet. I also want to make it stay on the
picker when this happens, but I have to untangle the logic for that a bit
to figure it out, and it isn't happening tonight.
