[Ohrrpgce] [ohrrpgce/ohrrpgce] Spell lists not updating during battle (Issue #1264)

[Landmaster AXV-25]

Ran into this issue while testing in the editor
A character has two spell lists that become usable/unusable on tag activation and an attack to swap said tag on and off mid-battle
However when the tag is turned on the second spell list doesn't become active and then when turning it back off the first spell list isn't usable anymore either
Checking the tag list the tag is being set on/off correctly but the spell lists aren't updating accordingly
