Fix env.asiabuttons config settings not being respected; add reset_control_mappings

This is a bit of a kludge with the bad effect of resetting controls when
changing gfx backend.

Also fix flush_gfx_config_settings not being called after global_config_file is
first set.

And rename set_basic_key_mappings -> reset_to_basic_key_mappings
