distribmenu: don't redownload gameplayers unless they're older than Custom

Also deduplicate code into download_gameplayer_if_needed and agreed_to_download.

If the download failed but you have an old copy then you're asked whether to use
it.

Also, track when each downloaded gameplayer was last used in lastused.ini so we
can in future cleanup the oldest ones. (Every time you upgrade stable release
you'd end up with a new set of downloads.)
