scons: link using gcc rather than g++, to fix mingw-w64 v7.0.0 builds depending on libwinpthread-1.dll

(Or clang rather than clang++)

See bug #1241.
libstdc++ depends on pthreads, but I'm not sure why not using g++ avoids this
dependency. This issue seems to be new in mingw-w64 7.0.0, not in 6.0.0.
