Mention slice clamping in whatsnew; fix a couple small mistakes

Bad rounding caused uneven positioning as you changed the size of a slice set
Clamp: Both, larger than its parent, and center anchored..

The use of LoadProp rather than LoadPropBool was inconsequential.
