Add buildname to scons, buildinfo.ini, crashrpt.xml, process_crashreports.py

buildname is passed to scons by Windows nightly and stable build scripts and
and used by process_crashreports.py to figure out which symbols archive to use.

Also added branch_name to buildinfo.ini, and pass SOURCE_DATE_EPOCH through
to tools invoked by scons, since FB will support it in the next version.
