Fix display_help_string on Windows, and builds with older FB (Mac builds)

Also, use a larger window for display_help_string; the Windows --help was cut
off.

Had to move display_help_string back to cmdline.bas since util.bas is compiled
into both commandline and 'GUI' executables. display_help_string displayed
nothing on Windows.  And there was a syntax error the way I was using __FB_GUI__
if it wasn't defined (only since FB 1.06).

Instead use winapi MessageBox from lowlevel_init().
