[Ohrrpgce] [ohrrpgce/ohrrpgce] Update fbc on all nightly build vms (#1212)

Nice to see mingw upgraded. But do you know what the problem with mingw 5.3.0 was; would it be in nightly build logs? A commandline argument gcc didn't recognise? I've got logic in SConscript and fbc itself to avoid unsupported arguments, which is pretty hard to keep up to date.
