Cool!

The instructions on the wiki for setting up a build env on windows are very
unclear, out of date, and possibly incomplete. I believe a couple people
gave up on it because of that, so I wanted to update it whenever I get
around to setting one up in my Win 10 VM. Do you want to take a look at it
for any easy improvements?

As for building hspeak, maybe we can just use eubind for now (used
automatically in debug builds), which should probably run fine under wine.
