Fix numlock not affecting script commands, another regression caused by r12270

Since Gorgonzola, Numlock (and shift) are meant to affect whether numpad keys
are mapped to arrow keys, etc. Only script commands reading cc* scancodes were
affected. This bug meant that "keypress(left key)" etc. could return false as
the player walks around.
