Fix some joystick input edgecases

-fix keyboard keypresses (and also scAny) being assigned to all players, not
 just player 1 and 0 (all players), as seen by script commands
-keyval_ex(scAny) and player_keyval(scAny) are no now consistent that they check
 only joystick buttons that are mapped to an action (carray()) *

Added KeyboardState/JoystickState.anykey() functions.

*I had enormous difficulty deciding whether it should check all buttons, but I
 have a gamepad with a stuck button
